Drive, DVD - ROM on the PCI-IDE?

I have 3 in 1 SIIG USB / Firewire / IDE card, I set up my Pioneer DVR. - 104 on the primary IDE connector, it works perfectly in Windows 98 to Windows XP but read DVD - R is slow, it will not read certain brands DVD - R, and sometimes even the operating system depends when reading the CD. I have the latest drivers for WinXP SIIG control what could be the cause. (If any)?

I think "Windows. '98 'Is much better than Windows. XP "I've tried them both and problems. As you and many others have me go "Windows '98." I propose before you do the same and "Windows. '98."
